Treaty to
outlaw child soldiers

Geneva, Human Rights Watch yesterday hailed a landmark accord banning
the use of child combatants. After six years of talks, governments
at a UN conference in Geneva agreed on a treaty establishing 18 as
the minimum age for participation in armed conflicts. An estimated
300,000 children under 18 are taking part in armed conflicts worldwide.
